The authors analyze different countries’ national AI strategies by categorizing their inclusion of six different attributes (e.g. data management; capacity development) as either High, Medium, or Low. The authors are then able to create clusters of countries whose AI strategies are on net High, Medium, or Low in the selected attributes. This analysis reveals that certain countries are prioritizing the realization of the promises of AI while others are more concerned with mitigating its risks. The authors find that the U.S. has one of the most complete AI strategies, but how successfully it will be executed remains to be seen.
