While previous recessions led unemployed or underemployed workers to flock to community colleges to upskill or reskill, that was not the case during the COVID-19 recession. Enrolment at these two-year public colleges decreased by a stunning 10% in autumn 2020 and 9.5% in spring 2021 from previous years. Our research shows that this shift had the greatest impact on individuals from low-income households and those who were planning to pursue certificates or associate’s degrees. Households in which individuals intended to take classes in a certificate or associate’s degree programme were the most likely to cancel their college plans entirely.
