Van Ton-Quinlivan, vice chancellor for workforce and economic development of California Community Colleges, said the system is trying to address a projected shortfall of one million workers in what’s known as the middle-skills area over the next decade in California. Middle-skill job require more than a high school diploma but not a university degree, she said.
