State Authorization Reciprocity Agreements Policy and Operations Manual - National Council for State Authorization Reciprocity
The SARA Manual incorporates updates and replaces previous versions of SARA Policies and Standards and AQs, now arranged by policy issue. Please see the document's Table of Content or Index for document navigation. Any degree-granting institution in the U.S. must be authorized by a governmental entity to issue degrees. The “government” is typically a state government, but it can also be Congress or an American Indian tribe. In addition, the U.S. Department of Education requires proof of state authorization as a condition of eligibility to participate in Title IV student assistance programs. Policy is intended to be consistent with federal law and is therefore subject to change based on federal rulemaking.
