Top 10 Higher Education State Policy Issues for 2016 - Thomas L. Harnisch and Kati Lebioda, AASCU

As voters prepare to caucus and cast ballots for primary elections in the 2016 presidential race, higher education policy has emerged as a leading issue on the campaign trail. While higher education has traditionally received minimal attention, this race has witnessed sweeping proposals from the candidates aimed at increasing college affordability, restructuring federal student aid, and fostering innovation within higher education. This paper provides a summary of the higher education issues that are likely to generate the most attention in state capitals.
